Telegram from the Secretary of State for the Colonies to the

Governor of Hong Kong.

United States Postal Administration hes agreed

to despatch from United States of mile to North China

via Hong Kong instead of Shanghai on understanding that

examination of the contents is expedited. His Majesty's

Government consider it important not to give United

States Government ground for insisting on taking over,

themselves, the control of mails now censored by

British and French officers and War Office would be

glad if you will report direct what delay is at

present imposed on the mails in question by the censor-

ship and to what extent it could be reduced. War Office

consider that time-limit of not more than 48 hours

should be laid down and adhered to even if result would

be to forward uncensored a part of the mail.
